Background

The “Black Swan” initiative, led by Impact Hub in collaboration with Foundation Sizigija, addresses systemic employment barriers for NEET young women (ages 15–24) and individuals with disabilities in North Macedonia. The project leverages an Integrated Collaboration Framework to implement a two-pronged approach: Capacity Building and Community Engagement.

 

Key objectives include:

  • Equipping 40-50 NEET young women and people with disabilities with employable skills.
  • Training 80 beneficiaries, facilitating 20 internships, and securing job placements for at least 10 individuals.
  • Establishing partnerships with 10 NGOs, local businesses, and CSOs.
  • Ensuring compliance with Ministry of Social Affairs’ guidelines to secure future funding opportunities.

Job description

Key responsibilities

Project Monitoring & Coordination
  • Oversee project implementation and ensure alignment with project goals.
  • Monitor the responsibilities of Foundation Sizigija and ensure effective execution.
  • Facilitate coordination with the Austrian Ministry of Social Affairs to align activities with Ministry requirements.
  • Conduct periodic meetings with subgrantees and Impact Hub Association to monitor program delivery, budget management, reporting, and impact measurement.
  • If needed, collaborate with Impact Hub Association to provide strategic guidance on project activities, particularly in skills development, mentorship, and vocational training.

Reporting & Compliance

  • Lead the preparation of quarterly internal reports, financial reports, and the final project report due by December 30, 2025.
  • Ensure compliance with gender-specific guidelines as per Austrian Ministry of Social Affairs and Impact Hub Association templates.
  • Maintain accurate and transparent financial records, ensuring invoices, receipts, and contracts are properly documented for auditing.
  • Notify the Ministry of Social Affairs immediately upon hiring of new employees and provide documentation of their qualifications.

Translation & Documentation

  • Translate project-related documents required for submission to the Ministry.
  • Translate documents provided by the Ministry that are not available in English.

 

The Project Manager will work at 0.5 FTE (on average 20 hours per week) over the contract duration.

Candidate Profile

The ideal candidate should possess the following qualifications:

 

  • Language Proficiency: Fluent in German (mandatory) and English (preferred).
  • Location: preference will be given to applicants based in Vienna, Austria
  • Education: Bachelor’s or Master’s degree in Project Management, Business Administration, Social Sciences, or a related field.
  • Experience:
    • Proven experience in project management, preferably in the social impact, employment, or training sectors.
    • Proven experience in financial management and reporting for donor-funded projects.
    • Experience in working with public institutions, preferably with the Austrian government or social affairs sector.
    • Experience in providing guidance to decentralized teams and ensuring consistent implementation across different regions.
  • Skills & Competencies:
    • Strong coordination, stakeholder engagement, and communication skills.
    • Ability to manage multiple tasks and ensure project milestones are met.
    • Familiarity with compliance and auditing processes.
    • Experience in document translation (German-English) is an asset.

Proposals will be evaluated based on:

  • Qualifications and experience of the consultant/service provider.
  • Cost-effectiveness of the proposal.
  • Timeline for delivery. The selected service provider should be available to start working immediately.
